Entry Requirements:
Applicants should -
(a) have a bachelor’s degree from a university in Hong Kong, or equivalent, plus a Certificate in the field of arts administration / arts management / information technology from a post-secondary institution in Hong Kong, or equivalent;
(b) have at least 20 years' full-time post qualification working experience in arts administration, including 10 years in senior managerial positions;
(c) have good knowledge and expertise in taking charge of the following fields of work:
(i) the implementation and management of large-scale real-time ticketing system and related services issuing not less than 2 million tickets in a year for events held at multiple cultural, entertainment and sports venues;
(ii) management of large-scale performing venues, including territory-wide venues and multi-purpose indoor stadia; and
(iii) organisation of large-scale arts and entertainment programmes, event and festival series.
Five years or above of experience in each of the above-mentioned fields are preferred ;
(d) have good communication and supervisory skills;
(e) have attained Level 2 [See Note (2)] or above, or equivalent, in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE), or equivalent; and
(f) have good command of both written and spoken English and Chinese. Proficiency in Putonghua will be an advantage.
Notes :

(2) For non-civil service appointment purpose, ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to ‘Level 2’ in Chinese Language and English Language respectively in the 2007 HKCEE and henceforth.

Duties:
(1) To assist Assistant Director in overseeing the implementation of new and advanced functions and related services for the Urban Ticketing System (URBTIX) by the ticketing system Contractor, including reviewing and refining / enhancing functions and services launched in earlier stages; carrying out respective project stages in connection with development and delivery of further new and advanced functions and enhancement items; conducting monitoring through the Project Steering Committee (PSC) and the Project Assurance Team (PAT) as well as Senior Management Meetings with the Contractor with the support of the Ticketing Office (TO) and Information Technology Office (ITO); preparation of project progress report for submission to the Directorate Meeting at regular intervals and conducting relevant briefings as and when required;
(2) To chair the PAT and oversee conducting of regular work and review meetings by TO and ITO with the URBTIX system Contractor to ensure assurance of implementation of the selected array of new and advanced functions as well as any further new functionalities according to LCSD’s requirement; to oversee the Contractor in conducting a technology review for proposing an upgrade plan to keep up with the latest technology development, to assess the Contractor’s proposal for seeking the PSC’s consideration, and to oversee the acquisition and planning for the implementation of the proposal if agreed by LCSD and the associated implementation works; to ensure close monitoring of the progress of the implementation services by the Contractor including formulation of detailed functional requirements and development schedule, delivery and installation of additional hardware and software required, preparation and execution of various system testings, bug fixing, modifications and refinements in the course of system development, conducting security risk assessment and audit, drawing up implementation strategy, details and logistics, quality control, derive mitigation / enhancement measures to resolve any issues identified so as to ensure smooth running of the ticketing system and services to cope with actual operational needs, etc;
(3) To plan and conduct a Feasibility Study on Future Development of URBTIX that aims to comprehensively review the current ticketing services, system and business model with a view to identifying future opportunities for sustaining as well as improving ticketing services and operations for supporting cultural, entertainment and sports events with new or revamped system, alternative solutions and sustainable business model. The study will cover assessment on the impact of the rapid changing ticketing environment and users’ ever increasing expectations as well as new demands from the market, relevant stakeholder sectors (performing arts circle, performance industry, sports sector, etc.) and the community on the URBTIX services currently run by the Government, business process re-engineering review for enhancing operational efficiency and cost effectiveness, research into the latest trends, latest technology advancements and best practices of ticketing services in the local, Mainland and international markets; as well as evaluation and formulation of long-term plan and roadmap for sustainable development of ticketing services;
(4) To oversee engagement with major stakeholders including various performance / cultural venues, programme organizing units and event presenters, museums, major performing arts groups, major festivals, venue partners, performing arts / sports circles, performing industry, ticketing agents, etc. in the implementation of new functions including refinements and enhancements with reference to users’ experience and event needs, trials and pilot runs; as well as collection of the views of these stakeholders and the community in the course of conducting the feasibility study for the future development of URBTIX and other relevant reviews;
(5) To provide professional input related to development of stadia and ticketing services as required, such as reviews on work processes, business strategies / operations, service charges, advising on major issues/comments/complaints as well as new initiatives, etc. in relation to the implementation of the ticketing system functions and related services and future development of URBTIX; and
(6) Any other duties as assigned by senior officer(s).
Terms of Appointment:
Successful applicants will be appointed on Non-Civil Service Contract terms for one year.
Fringe Benefits:
Contract lasting for one year or more normally attracts gratuity. A gratuity may be granted to the appointee upon satisfactory completion of the contract with a consistently high standard of performance and conduct. Such gratuity payable will be the sum which, when added to the Government’s contribution to an Mandatory Provident Fund (MPF) scheme in respect of the appointee as required by the MPF Schemes Ordinance, will be equal to 15% of the total basic salary drawn during the contract period. Rest days, statutory holidays (or substituted holidays), annual leave, maternity leave, paternity leave, sickness allowance, where appropriate, will be granted in line with the provisions of the Employment Ordinance.
